CMS Releases IPPS Proposed Rule

On April 10, 2023, the Centers for Medicare & Medicaid Services (CMS) released the Fiscal Year 2024 Medicare Hospital Inpatient Prospective Payment System (IPPS) and Long-term Care Hospital Prospective Payment System (LTCH PPS) proposed rule.  The rule proposes a net increase of payment system rates of 2.8% as compared to 2023 for hospitals participating successfully in relevant quality programs.  Details regarding the proposed rule can be found in a CMS published Fact Sheet.  Comments for this rule are due June 9, 2023, with a final rule anticipated later this summer.  Academy staff is currently reviewing the rule and assessing whether the Academy will submit comments.  Questions regarding this proposed rule can be directed to healthpolicy@aapmr.org.  

Legislation Introduced to Alleviate Impact of Conversion Factor Cut for 2021

Last month, two bills were introduced in the House proposing solutions to the estimated 10.6% Physician Fee Schedule conversion factor cut expected to go into effect January 1, 2021.  The bills offer some relief to the cut, but do not reflect a comprehensive or long-term solution.  AAPM&R has therefore chosen to remain neutral regarding these bills. 

Your Academy continues to advocate for a permanent solution to the conversion factor cut while maintaining the important payment increases to office and outpatient evaluation and management services.
